What most people in the debate have are not goals and priorities, it is handwringing and fantasies. You can't have a rational utility maximizing process involving "WON'T SOMEONE PLEASE THINK OF THE CHILDREN / I WILL FIGHT OFF THE GUMMINT IN THE NEW ERA".
