Deserve's got nothing to do with it

I have been meaning for a while to write something about responsibility (as in "answerable for" or "can be held to account" rather than "this department is your responsibility"). I mean, something well-written and coherent. However, that takes too long, so I'm going to just throw some consciousness-stream stuff up on a wall and see if any of it sticks. It may get especially chaotic as my neighbors' kids up the street are apparently starting a band and have saved their allowances and broken open their piggy banks and spent it all on amps.
