So you mount a bunch of these things onto a carrier missile, and fire it up somewhere. Then they all fly off, and hover around shooting their (regular old bullet-firing) guns at whatever.

I think specifically that the targets are supposed to be ballistic missile warheads and decoys. Presumably the jet used for hovering would be used for intercept in space.
